ABSTRACT

Before delving into the two cases of Singapore and Hong Kong, it is necessary to establish a clear definition and understanding of the developmental state model. This chapter will provide a comprehensive overview of the existing developmental state literature. It draws particularly on the work of Adrian Leftwich by emphasizing six key components of the developmental state model: developmental elite, embedded autonomy, pilot agency, management of non-state economic entities, civil society and performance legitimacy. At the same time, this chapter also engages with other major works on the developmental state model.
