ABSTRACT

Despite their ongoing transformation into smart cities, Singapore and Hong Kong have not relinquished their role and position as leading proponents of the developmental state model. Rather, their digitization efforts have resulted in modifications and adaptations to the Singaporean and Hong Kong developmental states, giving rise to the technologically augmented ‘smart developmental state‘. This chapter discusses the conceptual and theoretical implications of this shift from developmental state to smart developmental state. In the process, it seeks to provide a broad theoretical outline of the smart developmental state.
