ABSTRACT

This chapter enumerates the promising management and technical modernization activities that have become evident from the findings of the research study. It discusses a strategy for modernising the Balanac River Irrigation System and Sta. Maria RIS and other national irrigation systems that are in a similar situation. The feasibility and appropriateness of such potential management and/or technical solutions or modernisation options would have to be examined at both the level of their respective management units or turnout service areas and at the main system level. The national irrigation systems in the country differ in terms of type of headworks, size of service area, vintage, irrigation technology, management setup, level of development and physical environment, among others. Though with basically the same general vision for an irrigation system such as attaining 100% area coverage of water delivery service for the two cropping seasons, water users could be found either electing contrasting choices on or being mum about the specific modernisation methods.
