ABSTRACT

The field of system safety gives a prioritization method for evaluating hazard controls, and the safety management systems (SMS) practitioner should be familiar with it. SRM has three primary components: hazard identification, risk analysis and assessment, and control of risk. There are also some other concepts that need to be understood with respect to SRM, including system and task analysis, residual and substitute risk, and system operation. Most operators use a management guidance document that describes what action must be taken should the risk index fall in the yellow or red regions, and in what timeframes. An SMS continuously promotes safety as a core value through communication and awareness, as well as through training and qualification programs. Safety culture begins at the top of the organization through policies and procedures designed to ensure that every person in the organization understands his or her role in maintaining a safe operation and actively participates in identifying hazards and mitigating risk.
