ABSTRACT

The Estimating Process's means of providing an audit trail includes a well-documented Basis of Estimate, and a clear easy-to-follow set of calculations. A good Basis of Estimate also tells us the source of the data and assumptions used. A Basis of Estimate is a series of statements that define the assumptions, dependencies and exclusions that bound the scope and validity of an estimate. A good Basis of Estimate allows us to understand and demonstrate that we have indeed met the principles of TRACEability. A high Estimate Maturity Assessment (EMA) Score does not necessarily imply that an estimate is 'accurate' but that the information used allows us to understand and interpret the requirements with a degree of assurance. The natural extension to having both an EMA and a Schedule Maturity Assessment is to assess the combined maturity of cost and schedule planning. In Western Cultures it is normal practice to read from Left to Right and from Top to Bottom.
