ABSTRACT

Much as changed and many lessons are learned from experience, research, history, technology, and the continuous changing nature of the world as well as education. Tom Sobol, who was the superintendent of Scarsdale at the time, realized that teachers could not only be leaders, but that they were the best professional developers of teachers too. This district, under his leadership, was an outstanding example of teacher learning, leadership and community building, but it had come from the leadership at the district level and the innovative work of the superintendent and the district, as well as the teacher's union. And it had taken years to learn how to work together, what structures were needed to engage teachers, and how collaboration between teachers, principals and district leadership could really make positive changes possible. The need for sophisticated knowledge and skills has provided the Finnish educational system with this radical renewal focusing on an information society and a knowledge economy.
