ABSTRACT

This chapter traces some of the significant actions on the part of the government that has led to the current state of affairs on cybersecurity and cybersecurity research. Cyber incidents reported by the US federal agencies increased from 5,503 in the fiscal year (FY) 2006 to more than 48,000 in FY 2012. The Internet Crime Complaint Center (IC3) which provides the public with a reliable and convenient reporting mechanism to submit information to the Federal Bureau of Investigation (FBI) concerning suspected Internet-facilitated criminal activity receives approximately 300,000 complaints of Internet crime incidents per year. The activities were designed to implement the recommendations of the Cyberspace Policy Review Initiative and further build on the Comprehensive National Cybersecurity Initiative (CNCI) launched by President George W. Bush in the National Security Presidential Directive and Homeland Security Presidential Directive 23 (NSPD-54/HSPD-23) in January 2008.
