ABSTRACT
This chapter explores the fiscal aspect of state–society relations in Afghanistan. In particular, it examines the effects of aid on the formation of independent groups. The chapter examines the dynamics of budget support and off-budget aid and their implications for societal actors – especially CSOs – and state institutions and explores how they affected state–society interactions.
