Under the capitalist system, social production is anarchistic. 102So far as each capitalist is concerned, "he does not exactly know what society wants. This is true of the quality, the variety, and the quantity." Thus, the capitalist can only formulate his plan according to his subjective speculation of market conditions. This kind of planning, without scientific foundation, is unreliable and subject naturally to frequent fluctuations in market conditions, which often cause substantial waste of the manpower, materials, and capital of the enterprise.
