ABSTRACT

This chapter discusses the three major strands of the conclusions of the research. First, it explains that PR-STV is not having a significant moderating impact on the election campaigns of political parties but nevertheless argues that no electoral system is able to achieve this in divided societies. Second, it reiterates that this demonstrates that consociationalism, whilst an effective means of managing conflict, does not have the ability to transform identities. Finally, it explains this finding using ethno-symbolism and argues that characteristics that unite ethno-national groups, such as flags, symbols and events, retain their salience after the implementation of consociational power sharing.
