ABSTRACT

The Convention on the Future of Europe is the source of origin for the EEAS as the Treaty of Lisbon is derivative of the proposal presented in the Constitutional Treaty. Merging the external relations and foreign policy structures at the EU level represents a significant break from the past. This proposal entered the political debate and a draft treaty proposal was made at this stage of the EU’s reform efforts. Looking at the moment of conception of the EEAS, the different ideas present and considered at the Convention, as well as the role of the actors involved, helps explain why the nature of the organisation remains vague and foreshadows the lines of future conflict about the nature of the EEAS.
