ABSTRACT

This chapter is devoted to an examination of the causes underlying long-term deceleration of growth, seen in relation to the model of manage­ ment concerned. Examination of the influence exerted by the directive ad­ ministrative system of management may seem rather an academic occupa­ tion now that a new economic system is in course of introduction. But the reform should not be regarded as purely an administrative undertaking confined to issuing legal regulations which the executive can then implement, perhaps with the support of some explanation and propaganda. As Prof. O. Lange was probably the first to underline, a profound social transforma­ tion is involved, actually taking place within the sphere of socialist produc­ tion relations, where the general public interest is bound to clash with group interests.
