ABSTRACT

The Party Constitution stipulates that Party organizations at the basic level should always pay attention to 'training new Party members'. Insistence on an active and prudent policy of building the Party, cultivating new Party members, and absorbing fresh blood is necessary to strengthen the Party's construction, to increase its combat strength, and to consolidate the proletarian dictatorship. Strict compliance with the Party's application procedure is one of the important conditions for ensuring the quality and quantity of Party members. Some comrades feel that Party membership qualifications are now so rigorous and the masses so exacting that Party membership is 'too high to be reached'. The person who always feels that Party membership is 'too high to be reached' and, as a result, feels pessimistic and takes a 'wait-and-see' attitude and who does not have the resolution and courage to try actively to get into the Party can never attain the qualifications to be a Party member this way.
