ABSTRACT

The information society is an outcome of the rapid development in new information and communications technologies (ICTs). Based on digital techniques new ICTs are bringing about a new industrial revolution throughout the world, which is no less significant and far-reaching in any sense than the other industrial revolutions of the past. New ICTs, as promised, will enable us to access, process and communicate digitised information unconstrained by space, time and volume in an interactive way. In addition to their impact on many other social and societal changes, new ICTs are widely regarded as a strategic technological domain contributing to long-term economic growth and national competitiveness.
