ABSTRACT
The processes driving economic development are by no means fully understood. After years of analysis of development problems and policies, this is what the World Bank concluded in its World Development Report 1991. At the same time, it stressed that there was, however, a broad understanding that economic development is a multifaceted phenomenon requiring social, political economic and institutional changes.
