ABSTRACT
Analysis and empirical investigation of factors which promote or retard growth and development in the poor countries have proliferated since the 1950s. A consensus has emerged on a number of important aspects of development patterns and policies which deserve recapitulation so that one can assess the state of our understanding and identify areas which require further exploration.
