ABSTRACT

In the context of the regional planning policies and Twifo Oil Palm Plantation (TOPP) programme objectives provides an opportunity to focus on the various aspects of the regional development process: economic, social, spatial, environmental and political within a single instrument. The economic aspect is seen in terms of inward investment, employment, income and welfare, production as well as regional and external trade. The social aspect is in terms of infrastructure relating to education, health and housing. The impacts on road infrastructure development and urbanization processes are considered as the spatial component. In both the level of formal funding and provision of inward investment, the TOPP programme has introduced substantial financial resources into the Twifo sub-region and the rest of the Central Region. The TOPP programme has generated substantial regional as well as international trade. The programme has equally generated substantial levels of employment, especially in its first ten years.
