Regulating Public Procurement in the Single European Market: Past, Present and Future

One of the main goals of the European Union (EU) and its predeces­ sors has been the free movement of labour, capital, goods and services within its boundaries. Earlier in the life of the Community, two direc­ tives, in 1971 and 1977, were issued in respect of the public procurement of works and supplies, respectively, with this goal in mind.
