ABSTRACT
There are fifteen ACP states in the Caribbean region, seven Overseas Territories (OCT) of the UK and the Netherlands and three Overseas Departments of France (DOM). These 25 territories have a combined population of 22 million and an average GNP of $4500 (1998), although this disguises considerable variation. Since 1975 the EU has provided aid worth ECU 1,785m. to the region co-ordinated through the Caribbean Forum.
