In fact, this is one of those occasions mentioned on page 16 when the schedule order would differ from the citation order. In this instance citation order would be the reverse of schedule order, for example:

The citation order may be the reverse of the schedule order not only when retroactive notation is used but whenever it is desired to adhere to the commonly accepted principle that ‘general’ should precede, or file before ‘special’.
