Pre-construction planning and scheduling are project management or advanced project engineering functions that are performed with the support of the superintendent. This chapter focuses on integrated cost engineering plans and operations accomplished by the project manager, project engineer, and project superintendent. Some general contractors feel that they have more control of cost, schedule, quality, and safety with their own crews, rather than subcontractor crews. Earned value management (EVM) analysis is a technique used by some contractors to determine the estimated value of the work completed to date. The most effective use of earned value to a general contractor's jobsite project team is to track direct labor, which represents the construction contractor's greatest project risk. The project manager is responsible for developing a monthly cost forecast for the project that will be shared with the officer-in-charge and the executive management.
