ABSTRACT

With the expansion of the functions and responsibilities of governments over the years, public infrastructure has assumed an increased importance in the field of public management. On the one hand, the planning and construction of infrastructure involves consideration of the needs, the capabilities and the eventual benefits to be obtained from such facilities. On the other hand, major physical infrastructure requires huge resources. The management of public infrastructure, particularly at the planning and construction stage, is becoming increasingly complex. The huge magnitude of the project called for the establishment of an appropriate management framework. Since the new airport was to be a public infrastructure project, the Works Department had to be closely involved. The breakdown of the information systems and cargo handling represented a crisis, and subsequent developments underline the importance of monitoring and supervision during the planning and construction of public infrastructure.
