ABSTRACT

In the first chapter we considered the general questions of governance and the extent to which states retain or lose their ability to ‘do something’ about crime. Before examining specific law enforcement intelligence processes in the UK and North America (see chapter four onwards), the discussion in this chapter focuses more generally on the organisation of law enforcement.
