ABSTRACT
We begin with two societies, separated by an ocean. One of them is an old nation, long fractured politically, whose access to the sea is limited. Its people were once prominent sea-farers, but no longer. The other society is a group of colonies, locked into an imperial mercantile system that channels nearly all wealth and commerce through the mother country. It is hard to imagine a less promising situation for the development of cooperation between these two peoples.
