ABSTRACT
On the whole, the empirical writers aim at providing a theory of democracy that would reconcile multiple identities in Africa's polyethnic states, but their prescriptions raise a number of difficulties, as discussed above. The difficulties do not imply that the prescriptions are useless; rather, they suggest that some would apply in some settings and not in others.
