ABSTRACT

What is important in a democracy is the recognition of the people and their ability to participate in a nation’s decision making without being restricted by its laws. Leaders of a democratic society must accept failures to perform a task or fulfill an obligation when necessary'. Not allowing blacks to vote was a default in RSA’s government that must be acknowledged by its leaders. Moreover, they must accept all the population as equals before the law. Finally, democratic societies must maintain a common ground whereby different viewpoints, interests, and values can be compromised (Levy, 1982; Hatcher, 1961).
