ABSTRACT
Despite evidence of a policy ambition on the part of the European Community to develop policy on a horizontal axis, as represented in Chapter One, environmental policy structures remain fundamentally vertical. Along this vertical line runs the constitutional dynamic (and authority) which enables implementation and enforcement of policy. In turn, it is of course the axis of implementation and enforcement by law that provides the essential theme of this and the other chapters.
