ABSTRACT

David Cameron would need all his negotiating skills to deliver the 'three Rs', reform, renegotiation and referendum that he had pledged at Bloomberg and which underpinned the Conservatives' electoral promises in subsequent elections. Reform of the European Union (EU) and renegotiating the United Kingdom's (UK) terms of membership would require agreement from all 27 other member states as well as the European Parliament. Moves to hold a referendum commenced as early as the Queen's Speech immediately following the general election, as Cameron sought to demonstrate his commitment to holding the promised referendum by the end of 2017. The people had voted to Leave, but quite how the UK would leave the EU and what their future relations might look like was no clearer on 24 June than before the referendum. The Vote to Leave was just the beginning of a whole new European journey for the UK and the destination remained unknown.
