ABSTRACT
EIA to Arctic conditions: the EIA Guidelines and the Offshore Guidelines adopted by the 1997 Alta Declaration. These two set of guidelines do not establish direct orders
but only obligations of attempt for the eight Arctic states. But could it be argued that
the norms of these guidelines are, in fact, direct orders because o f the special
conditions in the Arctic?
