ABSTRACT

The USG had created a structure that gave it a multilayered platform to raise with the GOJ ANY issues concerning science and technology in the broadest sense about which, in the eyes of the USG, the GOJ "performance" was not acceptable and to pursue and demand the GOJ to take remedial actions. Immediately after the USG had given its draft to the GOJ, he sent a cable DIRECTLY to the Secretary of State expressing his strong concern for Washington's approach to the upcoming negotiations for a new Science and Technology Cooperation Agreement (STA). The USG was the one to call for streamlining the implementation structure which it had imposed on the GOJ; the GOJ will accept this streamlining, although it has a tendency to get used to a procedure which it is then somewhat reluctant to revise or give up.
