ABSTRACT

The US motivation for asking the GOJ to consider a new agreement in research and development in areas other than energy appear to stem from several sources: an increasing lack of R&D funds in the US, use of a science and technology agreement for political purposes and extrapolation of some assumptions stemming from GOJ actions under the USJ 1979 Energy Agreement. During the period from conceptualization to signing, Office of Science and Technology Policy (OSTP) looked upon the proposed new S&T agreement as a device to obtain financial compensation from Japan for the so-called "free" transfer of scientific and technical information from the US since 1945. The first draft of the 80STA was prepared by OSTP, not OES, and given to the Japanese Embassy in Washington on December 10, 1979 and described as a "draft umbrella agreement".
