ABSTRACT

While the Council did not formally initiate any dialogue with its Japanese counterpart, the Science and Technology Council chaired by the Prime Minister, the latter did request a meeting with the White House Science Council in 1985. At the April 1985 meeting with Ambassador Matsuda, Director General of Science and Technology Affairs in the MOFA, he commented that the Science and Technology Cooperation Agreement (80STA) had been extended for two years "because of US concerns", and that we need to discuss the next extension. The Embassy insisted that the GOJ knew about USG concerns the 80STA through numerous meetings with US officials but apparently there had been no suggestions to the GOJ about proposed solutions. According to the Embassy's meeting with MOFA's newly appointed Director for Scientific Affairs, the latter knew of the renewal for two years, the proposed Joint Committee meeting in spring 1987, but not the meeting of technical experts in late 1986.
