ABSTRACT
One of the consequences of the fetishism in international anarchy had been the unhealthy suspicion and skepticism with which international institutions are viewed both in respect to their goal and capacities. One such institution is the United Nations. The activities of the UN that are aimed at maintaining international peace and security fall under the general rubric of collective security. The term collective security to refer to a system and principle based on the central premise that there is more chance for international peace if states act together. Human rights is one of inescapably controversial issues in international relations. Although the term human rights is a relatively new label, there is a long-standing tradition of the idea to which human beings could appeal and in terms of which they judge the adequacy of the existing systems.
