ABSTRACT

The detailed planning and preparation of the worker for the next stage in the model is now completed. The worker will now embark on an organisation-building exercise which will achieve two objectives. It will provide a community-based service structure for those in need within the locality, and it will provide a prototype of self-help on which the community can model future activities. We have now moved across the template to the dividing line between worker-led activity and the point, after which, the community itself will provide the motor force for its own growth and enhancement. The first step is the preliminary stage, prior to departure along this path. Developments after this will be shadowed and supported by the worker. The pay-off for the professional, in addition to ensuring that needs which cannot be met from central resources are met locally, is that the role of the professional will ensure that close monitoring and indirect control can be maintained. The level of dependency will be managed by the professional to suit the situation as it emerges. This stage of development allows the worker to manipulate the form in which the intervention is experienced by those participating in the activity in the community.
