ABSTRACT

President George H. W. Bush did not have a good record on civil rights; however, he did not speak out against it on many occasions. His close associate C. Boyden Gray and Gray’s associate, chair of the EEOC, Evan Kemp, were not fans. Further attempts at rescission were made but none were taken as far as Reynolds and Meese’s historic failure. In the end, Bush ended up losing the presidential race against Bill Clinton partly owing to the way in which he handled civil rights issues.
