ABSTRACT

This chapter offers an empirical analysis of administrative reforms under the Conasupo Modernización Plan (CMP), to examine whether they followed the continuity-discontinuity logic and timetable discovered in Chapters Three and Four. It is conceivable that economic or political events outside Conasupo - for example, the PRI electoral victory in July 1991 — could explain a general policy shift in the management of Conasupo subsidies, without meaningful administrative reform. Were this the case, then it would be expected that a future transformation of the political landscape would invite another politicised recreation of Conasupo.
