ABSTRACT

Setting priorities has the effect of bounding the problem frame, of delineating what it is possible to consider within the scope of a project. This is a vital step in any futures project. It is dependent on the purpose of the assessment and on the potential policy audience (van den Ende et al. 1998). We had defined our task as one of comparing the environmental consequences of possible economic policy choices, as an input to the ongoing policy process. The existing economic and environmental context, including emergent trends, was also used to bound our analysis. This context would form the starting point of any path we chose to analyze.
