ABSTRACT
The subject of this chapter, namely the negotiation process for the up-grading of Zurich West should be seen from the perspective of governance and network management. The theory behind this perspective is described in chapters 1 and 5. The study presented here is based on the assumption that urban governance is much more about managing complex problems and actor networks than about making decisions and enforcing legislation.
