ABSTRACT

This chapter focuses on the main terms and provisions of the cornerstone agreements: the Conventional Armed Forces in Europe Treaty and supporting 'Conventional Forces in Europe (CFE) 1 A' agreement, the Treaty on Open Skies and the series of Vienna Documents. The CFE Treaty, signed in Paris on 19th November 1990 was, by any standards, a landmark agreement in conventional arms control. Treaty Provisions meant that holdings of equipment above agreed limits that was not to be 'cascaded' to other states had to be disposed of or converted in strictly specified ways. The chapter covers eight supplementary protocols in addition to the main Treaty text. The Joint Consultative Group (JCG) was established under Treaty protocol to deal with Treaty compliance and possible circumvention, resolution of ambiguities and differences of interpretation, measures to enhance the Treaty, the updating of lists of current equipment, resolving differences and working methods on inspection procedures.
