ABSTRACT

This chapter traces the developments that took place within the context of the C/Organisation for Security and Cooperation in Europe (OSCE) during the 1990s. The 1992 Helsinki Document, along with changes to the overall organisation of Conference on Security and Cooperation in Europe (CSCE) institutions created the Forum for Security Co-operation. One constant concern for the OSCE has been measures that have a standardised application throughout the OSCE. The 1996 OSCE Lisbon Summit was intended to provide the launching pad for the Common & Comprehensive Security Model (CCSM) but the slow, and often contradictory negotiations, made this impossible. The June 1996 agreement on sub regional arms control reached in Florence follows the Conventional Forces in Europe Treaty (CFE) formula. Developing regional measures of arms control has long been a subject of interest to the OSCE.
