ABSTRACT
In chapter 3,1 discussed the fact that offensive literature, which may stir up racial hatred, will not in itself provide grounds for a prosecution under British law.1 The literature must be 'threatening, abusive or insulting' to establish an offence under the Part III of the Public Order Act 1986.
