ABSTRACT

One of the key assumptions of this essay is that there is a trio whose field-level appreciations and decisions have particular legitimacy: users, principal informal caregivers, and care managers. The assumption has explained one of the key features of the design of the collection of evidence. It is reflected in the specification of indicators of outputs and risk factors. It is reflected in the foci of other publications from the project, notably the analysis of the 'defensibility' of the pattern of correlation of utilisation levels. So far, the propositions have been focused on one instrument in the trio only. In this chapter, we consider propositions requiring us to listen to the others instead.
