ABSTRACT

In this chapter, the authors describe that 'Women's empowerment' was part of the vernacular at BRAC but there was not a clear, agreed-upon understanding of what it meant. They realized that they could not just decide what it meant for BRAC; they needed to build an understanding of empowerment in consultation with staff and managers, an understanding that would make sense to them. Gender equality was relevant for BRAC staff in creating a 'winning team' as well as in delivering effective programming and transforming the lives of clients, women as well as men. Goetz's article on gender and public administration has highlights the organizational dynamics that block gender equality. Organizational development was an approach to change that combined management sponsorship and support with bottom-up participation to define the nature of the change. For an organization such as BRAC, quality first and foremost relates to programme outcomes and impact.
