BRAC eventually agreed that it would use an action-learning approach to help staff improve their capacity to work on gender-equality issues, both organizationally and programmatically. Gender Quality Action Learning (GQAL) began as a pilot starting at the Area Office level, with support from and monitoring by GQAL facilitators. The facilitators would be seconded from the Training Division and would meet monthly to review progress. Facilitators would also meet monthly with the Gender Team and with the relevant BRAC managers to share feedback, build skills, plan the next round of sessions, solve problems, ensure quality control, express solidarity, co-ordinate the programme and monitor progress. BRAC has, however, implemented a large-scale community GQAL Programme; developed a variety of gender-friendly policies and programmes; made its sexual harassment complaints process more robust; and held regular 'speaking from the heart' sessions in which staff can raise issues of concern in a safe space.
