August 18. Just to be settled and in familiar surroundings again makes a difference. I started with an appointment at the Ministry of Works, but the Chief Engineer was out, so the talk stayed in generalities. Next I stopped at the Port Authority, run by two very efficient Port of London Authority fellows, one of the truly efficient and money making operations in Nigeria. I got what I wanted, which was expansion plans, cost and means of financing, and also an invitation to accompany two Development Loan Fund people from Washington, who were to inspect a shed constructed by an American loan.
