ABSTRACT

I must by now have written at least one book, mostly in the form of JPC papers and memoranda on various subjects.

I won’t have to see the Prime Minister, which would not have done much good. In any case, Prasad has come around completely, and now takes our line. So the fight was not all in vain, though it is questionable whether it was my effort that won it. Lardner deserves a lot of credit, along with the IBRD and Arnold Rivkin. Apparently, Bank President [Eugene] Black saw Prasad at length, which seems to account for some reversal. Then Skillings of the IBRD and Arnold have given us quite a boost. Arnold wrote on his own to the Ford Foundation and testified in Congress about us. All of which seems to have contributed. In any case, things are on the upgrade. Kingsley has also contributed.
