ABSTRACT

At least four theoretical approaches - Realism/Neorealism, Domestic Political Processes, Liberal Identity, and Rational Institutionalism - offer explanations as to why states would develop export control systems. Each of the perspectives differs in that they would lead us to expect observably different behavior. This chapter review of the four approaches is limited to how states would behave regarding export controls. The derived expectations sets are heuristic devices that frame the explanation effort. In the subsequent chapter, these expectations will be weighed against the empirical record. From this assessment, conclusions will be drawn regarding state behavior; specifically, explaining why Ukraine developed an export control system.
