ABSTRACT

The findings of the previous chapter strongly suggest that expectation derived from Rational Institutionalism and Liberal Identity (hereafter RI and LI) bear the explanatory weight accounting for the continued development of and international (i.e., US) cooperation on Ukrainian export control policy, as made manifest in the creation, augmentation and exercise of a formal system of controls. In other words, state behavior - in this case - is best explained by the aforementioned two IR approaches; namely, that Ukraine developed a system of nonproliferation export controls for material and ideational reasons (see Table 6.1).
