An issue common to all types of computer system, whatever their function, is that of implementation: how do we make sure that the system is installed and operates as we hoped? This chapter addresses this question, and applies to whatever kind of e-HR solution we decide to adopt. E-HR systems generally mean a transfer of some responsibility from 'someone else' to each individual employee. Depending on the existing culture or the history of previous empowerment initiatives, this may cause greater or lesser difficulties. Studies show that it is usually not technical issues that bring systems implementation projects to their knees but organisational ones. Doherty and King report that in a survey 60 per cent of people involved in implementation projects agreed that organisational issues were more important than technical ones. Although Doherty and King's survey looked at the implementation of IT systems in general, the same will probably be true for e-HR systems.
