ABSTRACT

With the increasing fragmentation of society and parallel to the relaxation of state controls and to the shift in the approach of local authorities, from controlling to enabling, some have attempted to unite local people around anger at the government and minorities. To become an attraction ethnicity must become a synonym of "exotic", and minorities have to enhance their "differentness". The only reports that to some degree could be interpreted as positive concern: the encouragement given to immigrant minorities to develop trade in their ethnic goods and artifacts. The phenomenon can be seen as the consequence of the nature of urban regeneration, one of whose peculiar characteristics is, in order to become attractive to potential investors, employers and tourism, many districts are being converted into middle class playgrounds. In this process, they say, minorities could find a niche, converting their efforts into money and jobs, developing ethnic tourism, flea markets, ethnic shops and restaurants.
